Please let me know if you guys know anything about this...I was playing on Friday and I had hit my tee shot on a par three about 6 feet for birdie. I rolled the putt with good speed, enough to definitely not leave short and the ball actually hit the top edge of the cup inside the hole and bounced back out.

Now after not getting too frustrated, I thought who's fault is this? Is this my fault for rolling the putt too hard or was there some complication with the hole that maybe caused this too happen? The lip was a clean cut. If you guys know anything about this such as rules or regulations I would appreciate it. I'm just curious.

Yeah Ive also done that before.  The putt does not count which is an unlucky break.  It was definitely not your fault and I just think the hole probably wasn't cut perfectly.

That happened to a guy in Q school quite a few years back on his last hole. He missed his card by 1 shot.

When the guys in front of him pulled out the flag the cup liner came up about an inch. Rub of the green. And you both got rubbed the wrong way. So yeah it is as if you missed your putt.
