Go back to where you purchased the bag and let them know there was no rain cover, they should be able to get you one.

Like Barry said, some stores will remove them from the zippered compartment so they won't "disappear" from the floor and forget to give them to people when they make a purchase. Contact them. If you bought it second-hand from someone on-line, you will need to contact them and see if they can locate it. Titleist does not sell any bag parts including covers. Some older covers will fit some newer bags so that is always another option, while not ideal.

Just a word of advice, before you take a bag to the checkout counter, inspect the bag fully. Make sure all zippers work and no damaged pulls. Check all pockets for any missing accessories and make sure that the rain hood fits the bag your getting. Sometimes people "Misplace" things when they're shopping.

1st if all...HTTR! 2nd go to any golf store and look for the Titleist clip on cover they sell aftermarket. It is way easier and has a terry towel on the inside of it to wipe clubs down. I don’t use the hood anymore to cover, just this product because of ease and versatility.

I lost a rain cover for a Titleist stand bag many years ago and the lovely people at Acushnet sent me a new one after i sent a pleading email!

Have you checked with a local pro shop or retail shop that carries Titleist products? Since your bag is 2018, the likelihood of 2018 replacement parts being available is low. On the other hand, the current products may fit your 2018 bag. Check your 2018 bag and see how the rain hood attaches. If the 2021 bag has the same attachment points, the current rain hood will probably fit your bag.

You need to contact to Titleist customer service. We are Titleist customers like yourself on this site. Team Titleist is a members forum where we can converse and and connect with golfers from around the globe. Select option three (gear) when you call the 1-800 number listed under customer service at the bottom of this site. They should be able to guide you. There is only a one year warranty on golf bags.
