I assume you just cut from the butt, ie if raw length is 46" and the golfer wants an untipped shaft you cut one inch from the butt. conversely…

Yes, you can. Just talk to your local Titleist Fitter. I'm actually doing the same thing since I bought mine when it first came out and the base shaft's aren't the greatest.
